Append directive (does not mutate gitea), trigger scheduler re-run, return before/after diff for propose-approve; approval flips status + effects land via apply_changes.

Acceptance: a reprioritize appends a proposed line + shows a date-delta diff; 'Make it so' flips to accepted + applies.
