Batched ops funnel here; additive apply directly, destructive require approved:true; zero-pollution guard rejects any label outside est/* p/* deadline/hard and never writes comments/synthetic issues. Depends on P1-3, not full P1.

Acceptance: destructive-without-approval rejected w/ reason; out-of-namespace label refused; additive set_estimate reconciles into gitea + cache.
