Big-model braindump -> follow-up chips -> proposed issue set w/ a one-line consequence; returns a proposal (never files), which the Capture tray edits before apply_changes files it.

Acceptance: braindump yields needsMoreInfo chips then a proposal w/ estimates/deps/milestone; filing goes through P4-3.

Open scope: confirm a reachable big model (remote LM Studio or OpenAI) for dogfood, else env-gate.
