Queue writes while offline (banner + composer disabled), replay on reconnect, resolve against reconcile.

Done — offline write-queue: coalesce-by-axis (issue:kind), enqueue supersedes same axis, replayQueue drains on reconnect without duplicating. Shipped in PR #58. Closing.
