DirectivesScreen (pending consequence diff, Make it so/Amend/Withdraw, append-only ledger), SettingsScreen (connection, sync switches, read-only label schema, appearance radios, single danger action), OnboardingScreen (welcome -> connect test-gate -> repo pick -> propose-approve bootstrap).

Acceptance: ledger renders seq/who/when/why + status badges; onboarding test gate blocks until 'connection' passes.
