Integration test: delete SQLite -> resync from work repo + pm-state repo -> assert no truth lost (intent, directives, capacity, calibration restored; only regenerable state recomputed).

Acceptance: post-rebuild diff empty for durable state; forecasts/lifecycle recompute deterministically.
