Read charter.md, directives/log.jsonl, capacity/members.yaml, calibration/model.json via the contents API into cache (directives indexed view; capacity/calibration parsed to typed structs). Pure parsers.

Acceptance: a fixture pm-state repo parses to typed objects; malformed YAML/JSON surfaces a structured error, not a raw throw.
