Seven public-sector solicitations and rubric samples read by #22 from live
URLs and never saved. #22's ninth hazard was that these 403 without warning,
so archival is the irreversible-if-lost part of #30.

All seven retrieved. Two corrections to #22's record: SLC Airport is 142pp
not 55pp, and Tarrant County is an award tabulation rather than a
solicitation — it validates ranking arithmetic but cannot be authored against.

+## Validation artifact — not a solicitation
+
+`tarrant-county/rfp.pdf` (1pp) is an **award tabulation**, not an RFP. No
+requirements, so nothing can be written against it. What it holds is the only
+real published outcome in the set:

+Three vendors inside 1.19 points. This is what ranking arithmetic gets checked
+against — the only place in the corpus where our maths can be wrong in a way
+that is detectable rather than self-consistent. It is also concrete evidence for
+storing fractional scores: rounding erases this result entirely.
