Reimplement components/{core,forms,feedback} (Button, IconButton, Badge, Tag, Card, Tabs, Icon, Input, Select, Checkbox, Radio, Switch, Dialog, Toast, Tooltip) into apps/desktop, honoring the .d.ts contracts verbatim, mapping Tailwind onto existing CSS custom props (never redefine tokens).

Acceptance: a gallery renders all 16 in light/dark; type voices cast correctly (mono for est/3d, agent font reserved for Reginald).

Blocks every other P3 issue — merge nothing into it.
